What's the difference between a TMP and a TGS?
A Traffic Management Plan (TMP) is the full document councils require before approving works on or near a road — it includes a risk assessment, traffic control strategy, drawings, and sign-off. A Traffic Guidance Scheme (TGS) is the scaled drawing component inside the TMP showing exactly where signs, cones, and traffic controllers are placed. Do I need a TMP for a crossover or driveway permit?
In most cases, yes.
